Professor David A. Skeel, University of Pennsylvania Law School, will discuss his experience and insights during his time on the Financial Oversight and Management Board for the reorganization of Puerto Rico.
Judge Daniel Collins, of the Arizona Bankruptcy Court, will debate whether the Bankruptcy Code should be amended to permit states to file for bankruptcy. Professor Skeel will argue for that change and Judge Collins will argue against such an amendment.
